WOVM (91.1 FM, "Oasis") is an American radio station licensed to Appleton, Wisconsin. The station is owned by Music That Matters, Inc. It airs an adult hits music format.^[3]

The station was assigned the WOVM call letters by the Federal Communications Commission on September 20, 2005.^[2]

Ownership

From 1956 to 2005, the station was owned by Lawrence University and bore the calls WLFM, airing National Public Radio programming and Wisconsin Public Radio's Ideas network. Starboard Media purchased the station in the summer of 2005, changed the calls to WOVM and switched the station to its Relevant Radio Catholic religious programming.^[1] WLFM continues on as a student-run Internet radio station featuring a wide variety of music and talk, broadcast from Lawrence University.^[4]

In April 2008, Music That Matters Inc. (Joseph Giganti, president) reached a deal to acquire WOVM from Starboard Media Foundation d/b/a/ Relevant Radio (Trish Leurck, CEO) for forgiveness of debt valued at $700,000.^[5]^[6] The deal was consummated on July 10, 2008

Programming

On November 23, 2007, WOVM dropped Relevant Radio programming and began stunting with Christmas music. The Oasis format made its official debut on January 7, 2008. WOVM is serving as the beta-test station for the Oasis format (which is being developed locally by Allouez-based Sovereign City Radio Group) before the format goes into national distribution. The format's developers claim it includes a "secret sauce" that makes it special.^[7] According to the station's website, the Oasis format is a blend of adult contemporary, classic rock, and country music, with some featured artists including Bob Marley, Steve Miller, Eric Clapton, U2, Beach Boys, and Randy Travis. In early January 2009, Sovereign City ceased all operations, dismissing 40+ employees, and terminated its satellite operations.

Construction permit

WOVM currently broadcasts with only 500 watts of power but was granted a construction permit on July 28, 2006, to increase its power to 1050 watts. The increase in power will increase the station's coverage area. The construction permit expires on July 26, 2009.
